I've been to Savannah several times, stayed in and out of town, and staying in the Historic District is the best way to go, if you're able. There are lots of nice places to stay, within budget.

Savannah is a very walkable town, and actually staying out by interstate, driving in and around is a waste of time (depending on what you're doing, of course).

A great place to stay is the Courtyard by Marriott Downtown -- it's right near the Visitors Center, and easy walking distance to everything in the area.

Check out the Country Inn and Suites in Savannah Historic District - good prices (start at $109) and very good reviews. one reviewers comments - LOVED IT!
We loved this hotel. The staff was great. They were so nice & helpful, The location is great and it’s within walking distance of all the sites. We can’t wait to go back.
