I'm also 19 and looking for a room in Daytona. Most hotels will put a hold on there credit card. If they don't have one, I'm not sure what they can do because I'm still trying to figure that one out. I found rooms at the Saxtony for around $54, and rooms at the Bermuda for $49. I went to www.daytonahotels.com and they give you a run down of all the hotels and rates. You can compare rates as well from a few different hotels.

It depends on your definition of "nice" and also any events going on in town at the time. I'm not sure about checking in at that age I never tried. I always assumed all hotels require guests to be 21+ and have DL and a major credit card. I go down there every year the week after the 500, which is the week before Bike Week and I think 2 weeks before Spring Break, the last week of Feb. and the hotels are cheap with no major events going on. The Daytona Beach Club at 800 N. Atlantic was $30/night up to 4 people and although its kind of a hole it does have a pool, great views of the ocean and its right on the beach. They also have FREE parking which is a thing of rarity in Daytona, but starting the Friday before Bike Week the price per night went up to $100. But by then I was ready to leave. I hope this helps.
