It doesn't matter where you live; you can't use the pools at a hotel if you're not a paying guest there. I suppose it wouldn't be hard to just slip in and use them, though. Most hotels don't check, that I know of.
You aren't "allowed" to unless your a paying customer, but it's not like the employees check to see if everyone using the pool is a customer. I WOULDN'T try it, because your not allowed to, but they definitly don't check with everyone using the pool if they're a paying customer.
