This is more a Los Angeles question. San Franscisco is nowhere near Bakersfield, nor is much else for that matter. Try Mammoth or Big Bear for that part of the state.

1) Bakersfield isn't near San Francisco. It's over 200 miles away. This question would be better suited in the Los Angeles section.

2) It doesn't snow in Bakersfield.

3) As far as I know, it doesn't really snow anywhere near Bakersfield. I mean, you have Death Valley, and the Mojave Desert, and... yeah. Most of the mountain area near Bakersfield is either too low to get substantial snow and/or is military and off-limits to civilians. I suppose you can go to Sequoia to see some snow... Or Yosemite. But if the higher elevations (ie: lots of snow) are within 100 miles of Bakersfield then it's just *barely*.

The closest snow to Bakersfield would be Yosemite, which is a fun place to ski, but it is one of the olderst ski resorts in California. It's a few hours away at best.
